'But for retailers that is worse case scenario since it would mean the manager of whoever is in charge of taking orders ordered way too much and now has to take a hit in profit to get more shelf space for other probably newer products. Economically, they still lose. But on steam since the price is just server cost which they don't seem to ramp up due to some people crying its slow now. Depending on what the deal is steam could make a smaller profit or barely cut even but overall still works out for them since there are lots of people that will buy these bundle packs they otherwise never would have, yes the same could be said for the retailers, but they are already at an disadvantage and at most break even (unlikely) where as Steam they have a better chance of getting a profit and it generates traffic, as well as keep Steam somewhat relevant in our lives.
@FluxWaveZ: First off, I just want to say I have no intimate knowledge of Valve and Steam's workings, but this is just what I'm assuming from a normal business standpoint. I'm not sure how the revenue breakdown is between Valve and developers, but I would imagine it would be a percentage and not a flat cut. If this is the case, then the sale would still work, just Valve and the developer would get a smaller profit during sales.
Also the profit is going to be greater than a brick and mortar store, in general. A store has to buy or rent the land, build the store, pay for electricity and heat, receive the product and etc. The price of all this is going to be what cuts into the profit of a store. All Valve has to pay for is the servers to store the game data and that is basically it.
There is almost no other costs after this beside maybe server maintenance which would be comparable to employees at Gamestop. Valve can have a game sit on their servers forever without incurring additional cost and if it gets downloaded then it's basically a bonus.
That is what allows them to have the crazy sales. In some weird way, these sales are, in fact, for their image. Downloading the Steam client is a big part of these sales. It's like brand recognition. If average joe hears wind of a crazy sale on this Steam, he has to download the client to buy the game he wants. He sees all of the Steam catalogue and remembers that the next time he wants to buy a new pc game that comes out, maybe at full price. It's the same kinda thing as iTunes.
As for the last part, that is true if you're a big box store like WalMart or Target. That is why you see games clearanced out, to create room for new stock.
But that is not the case if you're a game specialty store like Gamestop. It's the store's purpose to have a huge selection of games available. It's probably also better and more profitable for the store to just put the gamedisc in the back, where it will take less room, and hope someone eventually buys it, than have some crazy blowout sale and lose money on each game sold.

Ok so up to today i've had at a minimum of 7mb/s download speed on steam now it goes down to 0 it goes up to 10mb/s then down. I've changed region and my pc is 2 years old but still keeps up to todays standards. The download speed goes to 1mb/s then to 3 then to 0 then to 5 and just stays low. I have 80mb/s download speed and 100 upload speed this must be a problem with steam i suppose. I have changed regions and cleared download cache the download cache thing made it worse tho.
